TSA Eliminates Two-Decade-Old Shoe Removal Requirement at U.S. Airports

The TSA has officially ended its long-standing rule requiring travelers to remove their shoes at airport security checkpoints. The policy shift reflects evolving technology and aims to improve the passenger experience while maintaining safety.


Background

The shoe removal policy began after the 2001 attempted shoe bombing by Richard Reid. Although not enforced immediately, it became a staple of TSA protocol following concerns about liquid explosives in 2006 (Gate Access, 2025). The rule remained in place for nearly 20 years, even as TSA technology advanced.


Policy Shift Announced

On July 8, 2025, Homeland Security Secretary Kristi Noem announced the change. “TSA will no longer require travelers to remove their shoes when they go through our security checkpoints,” she said. Noem cited improved scanners, enhanced screening layers, and REAL ID verification as key reasons for the change (Devlin, 2025).


Layered Security Remains

Passengers will still pass through body scanners and identity checks. TSA PreCheck, which has allowed travelers to bypass shoe removal for years, will remain available and valuable for those who want faster overall screening.


Public Reaction & Future Changes

Travelers and industry experts have largely welcomed the change. Noem also confirmed that other TSA rules are under review, including potential adjustments to the 3-1-1 liquid rule, pending safety evaluations.
